Modifications to the Pre-Removal Risk Evaluation for the Azerbaijani Region of Nagorno-Karabakh
Aiming to improve protection for people from the region, Immigration, Refugees and Citizenship Canada (IRCC) has made major modifications to the pre-removal risk assessment (PRRA) procedure in response to persistent concerns about the situation in Azerbaijan’s Nagorno-Karabakh region. Conflict and instability have plagued Azerbaijan’s Nagorno-Karabakh area, causing grave worries for the security and welfare of its citizens. IRCC has taken proactive steps to protect those impacted by returning people to this unstable area because it is aware of the possible risks involved.
Pre-removal risk assessments (PRRAs) are now available to Nagorno-Karabakh residents who were denied entry by the Immigration and Refugee Board of Canada or the Federal Court between March 15, 2023, and March 14, 2024. Those who got a final PRRA decision from the IRCC within the same time frame are also eligible. Normally, a person must wait a full year after receiving a negative decision before they are qualified to file for a PRRA. However, the IRCC has waived this waiting period in order to ensure prompt intervention for those who may be at risk upon return, given the gravity of the situation in the Nagorno-Karabakh region.
We remind applicants that it is their duty to maintain the accuracy of their PRRA application and to notify the IRCC as soon as their circumstances change. Being eligible for PRRA provides a review mechanism, but it does not ensure a positive result. Officers of the IRCC will evaluate each case on an individual basis in light of the facts submitted. After March 14, 2024, residents of the Nagorno-Karabakh region who obtain a final negative decision will have to wait the customary 12 months to be able to apply for a PRRA. This methodology guarantees that the assessment procedure appropriately takes into account recent modifications to the country’s conditions.
