IRCC Announcement: Canada to Begin Issuing PGP Invitations from July 28, 2025

Overview

Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that starting July 28, 2025, it will begin sending Invitations to Apply (ITAs) under the Parents & Grandparents Program (PGP). Only those who submitted an Interest-to-Sponsor form in 2020 are eligible. A total of 17,860 ITAs will be issued over two weeks, targeting 10,000 complete applications. 

Who Can Apply?

  • Only individuals who submitted forms in 2020 are in the eligible pool.

  • No new Interest-to-Sponsor submissions will be accepted in 2025.

Invitations are selected via a random lottery system. If you didn't apply in 2020, you won't be considered in this round.

 ITA Timeline & Submission

  • Invitations will be distributed during July 28 to early August.

  • If selected, applicants have 60 days to submit:

    • Sponsorship application (from the sponsor)

    • Permanent Residence application (from the principal applicant)

Applications must be submitted online via the Permanent Residence Portal (or Representative version).

 Sponsorship Requirements

  • Sponsor must be a Canadian citizen or Permanent Resident.

  • Must meet the Minimum Necessary Income (MNI) for 2022, 2023 & 2024.

  • Must sign a Sponsorship Undertaking to financially support parents/grandparents for 20 years (or 10 years in Quebec).

Estimated processing time:

  • 36 months outside Quebec

  • 48 months if destination is Quebec

 Super Visa: Alternative Option

For those not selected:

  • Super Visa offers a long-term alternative.

  • Allows stays up to 5 years per visit, and multiple entries over 10 years.

  • Requires one-year Canadian private health insurance.

  • Begin preparing documentation now—especially tax returns, police certificates, and insurance.

  • Check your email daily after July 28, including spam/junk folders.

  • Consider engaging an immigration expert to avoid application errors.
